There are many advantages to including personal notifications in a comprehensive mass notification system. In case of an emergency, recipients can be immediately notified via SMS, Email, or RSS feeds about any imminent danger regardless of where they are.
While flexible, a personal notification system alone cannot reach everyone. Significant resources must be allocated to keep the contacts database up to date. 
Also, many teachers simply forbid the use of cell phones in their classrooms, while some students might voluntarily turn their phones off.
Furthermore, personal notifications do not cover unregistered recipients such as parents, contractors, townspeople, and other visitors who might be present on campus when an emergency happens.
In order to issue a mass notification to a specific building, park, or entire campus–regardless of who is situated there–alternative notification methods are required.
